Request for Proposals (RFP): Independent Evaluator
HEART Program (Helping Every Area of Relationship Thrive)
Community Based Connections, Inc. (CBCI) is seeking proposals from qualified individuals or firms to serve as the independent evaluator for its HEART Program (Helping Every Area of Relationship Thrive), a comprehensive family strengthening and responsible fatherhood initiative.
CBCI has been awarded $1,250,000 annually for a five-year project period, with the potential for a supplemental evaluation award beginning in Year 2, contingent upon approval of the evaluation plan and federal funding availability. The program serves individuals, couples, and families through evidence-based parenting, relationship education, and family strengthening services.
The selected evaluator will design and implement a rigorous local evaluation, including a randomized controlled trial (RCT) or quasi-experimental design. The evaluation may focus on the primary workshop using the Nurturing Parenting Program curriculum and/or secondary workshops such as 24/7 Dad®, Understanding Dads, and Moms as Gateway, and will include both formative and summative evaluation components.
Scope of work includes evaluation design, participant randomization, data collection and analysis, integration with nFORM (or similar systems), IRB compliance, and reporting of outcomes.
CBCI is seeking evaluators with experience in federally funded program evaluations, family strengthening or responsible fatherhood initiatives, and strong quantitative and qualitative research expertise. Experience with nFORM or similar data systems is strongly preferred.
